TWC sent out overpayment letters this week to UI Claimants who received benefits for unreported wages. If a you are a UI Claimant and need to discuss an overpayment issue, the contact information to appeal is located in your letter. We do not have special contacts to handle these issues.

“Contact the Benefits Overpayment Collections department to request a payment plan, get information on where to send your payment, or get the balance of your overpayment. The Collections department is not able to investigate your claim or determine whether you have an overpayment. To discuss the reason you were overpaid, make changes/corrections, or for any other assistance with your unemployment claim, contact the Unemployment Tele-Center at 800-939-6631. To ensure timely service to customers needing assistance repaying an overpayment, we cannot forward messages. Please contact the Unemployment department directly using the contact information above”.

AUSTIN – On June 16, 2020, the Commission took action to provide guidance to unemployment claimants concerning their continued eligibility for unemployment insurance benefits (UI) should they refuse suitable work.

Each UI benefits case is currently evaluated on an individual basis. However, because of the COVID-19 emergency, the following are reasons benefits would be granted if the individual refused suitable work.

 

Reason for refusal:

  • People 65 years or older, and/or people with medical issues, like heart disease, diabetes, cancer, or a weakened immune system, or are at a higher risk for getting very sick from COVID‑19. (Source: DSHS website)
  • Household member at high risk – People 65 years or older or are at a higher risk of getting very sick from COVID-19 (source DSHS website).
  • Diagnosed with COVID – the individual has tested positive for COVID-19 by a source authorized by the State of Texas and is not recovered.
  • Family member with COVID – anybody in the household has tested positive for COVID-19 by a source authorized by the State of Texas and is not recovered and 14 days have not yet passed.
  • Quarantined – individual is currently in 14-day quarantine due to close contact exposure to COVID-19.
  • Child care – Child’s school or daycare closed and no reasonable alternatives are available.

Any other situation will be subject to a case by case review by the Texas Workforce Commission based on individual circumstances.

Central Texas Employers Provide Virtual Job Fair

With more than 950 available jobs in the Central Texas region, employers are partnering with Workforce Solutions of Central Texas and will host a virtual job fair Tuesday, June 2.

The job fair will run from 8:00 a.m. to 5:00 p.m. The Virtual event will connect job-seekers to current openings and the opportunity to interact with company representatives. Interested participants can upload their resume and register for the event through WorkInTexas.com.

 

“We are excited about providing job seekers the opportunity to meet the employer online via our virtual platform,” said Louis LeDoux, Chief Operating Officer for Workforce Solutions of Central Texas. “Job seekers will have an opportunity to meet virtually with these company representatives and are able to ask questions on their breakout sessions and will have an opportunity to have a one-on-one interview where they can ask even more questions.”

 

Employers from across the region will interview candidates for a variety of positions in manufacturing, landscaping, accounting and customer service. There will be more than 70 available positions for qualified job seekers to interview for. Companies who are partnering with Workforce Solutions of Central Texas are Artcobell, City of Copperas Cove, Coryell Health, GC Services, Holt Lawn and Landscaping, Pactiv, Texas Juvenile Justice Department, Vision Semiconductor Solutions, and Walmart. Job seekers will need to have a resume, a mobile device or a computer with internet access and video capabilities.

AUSTIN ⎯ The Texas Workforce Commission (TWC) has begun phasing out the emergency program to subsidize childcare for Texas’ essential workers.

This move comes the day after Gov. Greg Abbott announced that child care providers across the state could re-open. Subsidies were put in place to assist both essential workers and child care centers during limited enrollment. With Texas re-opening, those essential workers who are already on the subsidized plan will continue to receive child care for the three month period they were initially approved for under this program. Essential workers who have yet to apply for subsidized care have until Wednesday, May 20, 2020, to do so. Essential workers may also apply at any time for TWC’s regular subsidized child care program for low-income families if they meet eligibility requirements.

 

In March, TWC commissioners authorized $200 million to Local Workforce Development Boards to subsidize three months of child care for essential workers, and to support the higher costs of child care during COVID as a result of smaller class sizes. This effort aimed to help ensure that essential workers, who hadn’t planned for child care needs during regular public school days, had access to this critical support service to ensure that they could continue to work and support the COVID recovery needs. And it was aimed at supporting child care providers whose cost of care increased as a result of smaller class sized in effect during COVID. In March, TWC commissioners also authorized payments to child care providers to continue even when subsidized children were absent. And effective April 1, TWC waived the Parents’ Share of Cost (PSOC) for At-Risk Child Care. By doing so, TWC effectively paid 100 percent of the cost to providers even while children were absent. This short-term measure was put into place to ensure child care centers continued to receive full reimbursement, as parents would not pay their portion while their children were absent. 

 

Effective June 1, TWC will reinstate the requirement for parents receiving financial assistance to pay for a portion of their costs. As children return to their centers, parents will resume paying their share of child care costs.TWC also continues to pay providers when children are absent and is paying a 25% enhanced reimbursement rate over and above what they regularly receive. If parents are unable to meet this financial obligation, costs may be waived.

 

In May, TWC also approved funding to help closed child care providers who were previously serving subsidized children.  TWC is offering Stabilization Grants for closed providers to help defray some of their ongoing fixed costs in order to help them remain viable so they may eventually reopen.

As the state reopens, we want to ensure UI claimants know The Texas Workforce Commission (TWC) guidance concerning their continued eligibility for unemployment benefits (UI).

It is important for UI claimants to communicate with their employers. If not, the employer may submit a report to TWC which will lead to an investigation and it could be considered fraud.

 

Reason for Refusal:

Reduced Hours or Part-Time Workers:

 

If UI claimants start working reduced hours or part-time, they should continue making payment requests, but they need to report their earned wages. Ed Serna, TWC Executive Director, “If you take a part-time job, report your income. You’ll still be eligible for unemployment insurance benefits. You’re still eligible for the $600. Your unemployment benefit may go down. Don’t worry. That doesn’t affect your $600. But if you’re able and ready, take that part-time job”.

Because of the need for essential workers across many industry sectors and the large volume of traffic on the State’s WorkInTexas.com job site, Workforce Solutions of Central Texas is posting jobs that are hiring now in Central Texas.

“We began to hear from job seekers that they have had trouble registering on the state web site. Our priority is to connect people with jobs so we decide to provide an alternative to view those opportunities. It is certainly a unique and critical time for the workers in Central Texas” said Susan Kamas the Executive Director of the Central Texas Workforce Board. “Families are being impacted by job loss while at the same time many employers are trying to connect with new talent”.

From April 4 to April 10, there were more than 2,300 unique job postings for the Central Texas region that spanned multiple industry sectors with the leader being healthcare. Louis LeDoux, Chief Operating Officer wants job seekers to know that Workforce Solutions is there to assist customers. “The facilities may be closed but we are still operating to serve the needs of Central Texas. We have the infrastructure in place for staff to assist the needs of our customers remotely and we are still focused on meeting their needs”.

AUSTIN –The Texas Workforce Commission (TWC) encourages those who have not yet applied for Pandemic Unemployment Assistance (PUA) as a result of COVID-19 to apply now. Individuals affected by COVID-19 can apply for PUA benefits online through Unemployment Benefit Services 24 hours a day, seven days a week, or by calling a TWC Tele-Center any day between 7 a.m. and 7 p.m. at 800-939-6631.When applying, individuals affected by the pandemic should indicate that as the reason they lost their job.

Pandemic Unemployment Assistance provides up to 39 weeks of unemployment benefits for persons impacted by COVID-19 and covers individuals who are self-employed, who otherwise would not qualify for regular unemployment compensation, or who have exhausted state benefits.

 

Additionally, TWC has begun rolling out the Federal Pandemic Unemployment Compensation (FPUC), adding an additional $600 per week for claimants. Individuals receiving Unemployment Insurance (UI) or federal extended benefits qualify for the additional $600.

 

If you have already applied for traditional UI benefits, you do not need to take any further action to quality for PUA. Do not apply for benefits again. TWC will review eligibility for PUA for all existing applicants automatically and notify claimants by mail or electronic correspondence of their eligibility. 

 

If you are an independent contractor, self-employed or a 1099 worker, you have until December 26, 2020 to provide your 2019 Internal Revenue Service Form 1040 and Schedule C, F, or SE.

 

Under the Coronavirus Aid, Relief, and Economic Security (CARES) Act dated March 27, 2020, individuals who are self-employed, seeking part-time employment, or who otherwise would not qualify for regular Unemployment Compensation (UC) or Extended Benefits (EB) under state or federal law or Pandemic Emergency Unemployment Compensation (PEUC) under section 2107 may be eligible for assistance under PUA. Coverage may also include individuals who have exhausted their benefits under regular UC or EB claims under state or federal law, or PEUC.

AUSTIN – In light of the rising number of unemployed due to the coronavirus outbreak Texas Governor Greg Abbott has made changes to the current Unemployment Insurance system to remove barriers to eligibility and receive benefits sooner.

Gov. Abbott and the Texas Workforce Commission have waived the one-week waiting period to qualify for benefits and the work-search requirement.
